Job Description

The College of Physicians and Surgeons of Saskatchewan (CPSS) is looking for a Deputy Registrar to join our team for a part-time position (approximately 20 hours per week).

Reporting to the Registrar, the Deputy Registrar will provide strategic leadership to CPSS by developing and implementing policies and standards, overseeing assigned work areas and providing coverage and contingency planning for the Registrar. The Deputy Registrar will provide strategic leadership for competency, assessment and quality assurance while sharing responsibilities with the other Deputy Registrar for advisory services, external communications and inquiries, and support to Council.

Key Responsibilities

  • Managing all aspects of competency and standards of practice programs for members.
  • Developing and implementing policies and procedures related to quality assurance and competency assessment, ensuring alignment with regulatory requirements and best practices.
  • Collaborating with internal and external stakeholders to identify areas for improvement in quality assurance and competency programs and develop strategies to address these areas.
  • Conducting reviews of member competency and practice standards and providing recommendations for improvement to the Registrar.
  • Developing and maintaining effective working relationships with stakeholders, including patients, physicians, and other healthcare professionals.
  • Conducting reviews of data related to member competency and practice standards and providing regular reports to the Registrar and Council.
  • Developing and maintaining a strong collaborative relationship with the Physician Health Program (PHP) and the Expert Advisory Committee on Bloodborne Communicable Diseases for monitoring of Bloodborne Virus and other physician health related matters that may impact on competency and performance.
  • Providing liaison and support on behalf of CPSS for the Saskatchewan International Physician Practice Assessment (SIPPA) program.
  • Setting up, reviewing, seeking approval, and overseeing pre-licensure assessments (PLA) for the CPSS.
  • Supervising the Diagnostic Quality Assurance Programs of the CPSS
    • Diagnostic Imaging Quality Assurance Program; and
    • Laboratory Quality Assurance Program.
  • Providing expertise and overseeing scope of practice changes.
  • Ensuring that all quality assurance and competency programs are conducted in a manner that respects the rights and dignity of all parties involved, and that promotes fairness, transparency, and accountability in the process.
  • Responding to calls where a complainant and/or physician wishes to speak to a physician.
  • Preparing information packages for Council, making presentations to Council, making recommendations to Council, and supporting Council Committee activities, as required.
  • Assisting in the development and review of policies, bylaws, and regulations that govern the practice of medicine in the province.

Job Qualifications

Education/Experience

  • Doctor of Medicine (MD) degree
  • Minimum 10 years of clinical experience
  • Minimum 5 years of experience serving in a regulatory or administrative environment within the healthcare sector.
  • An equivalent combination of education and experience may be considered.
Knowledge/Skills
  • Knowledge of best practices in leadership and ability to make difficult decisions.
  • Outstanding written and verbal communication skills with proven ability to communicate effectively with all levels of the organization as well as outside the organization.
  • Demonstrated knowledge of relevant legislation, regulations, standards and practices.
  • Ability to maintain strict confidentiality with respect to physician and patient information.
  • Ability to prepare complex medical submissions and proposals that effectively inform high-level decision-making.
  • Strong emotional intelligence and maturity, and thrive on initiating, building and encouraging strong authentic relationships inside and outside the organization.
