Summary

Reporting to the vice president, communications, strategy and sustainability, the director, facility management, provides strategic and operational leadership to an experienced, diverse, and committed building operations team at Holland Bloorview Kids Rehabilitation Hospital. They will be customer-focussed with a commitment to delivering safe, high quality, cost-effective facility operation services to the Holland Bloorview community. They will collaborate directly with decision makers throughout the hospital on facility management issues and opportunities. As required, they will liaise with various external and government agencies (Ontario Hospital Association, Ministry of the Environment, City of Toronto, etc.), and manage relationships with community representatives that include neighbours, neighbouring facilities, and regulators. They will play a key role in advancing Holland Bloorview's environmental sustainability agenda.

This position plays a critical role in creating and promoting a safe environment for client, families, and employees while working with key hospital stakeholders ranging from front-line staff to the senior management team. The director will work with the facilities team, trades, and external contractors to support the full range of building operations at Holland Bloorview and its offsite locations (two nursery schools and the Centralized Equipment Pool). This includes budgeting, infrastructure management, maintenance systems, preventative maintenance, utilities, waste management and recycling, water quality, fire safety and supporting environmental services.

On an as needed basis, the director will oversee renovations, renewal projects, and major capital projects. The director will play a key role in managing emergency situations, particularly as they relate to facilities.

Key RESPONSIBILITIES

strategic and operational leadership

  • Sets strategic direction for facility management portfolio, providing guidance and leadership to the team while committing to overall operational excellence.
  • Ensures customer service orientation while promoting safe, effective, sustainable practices across Holland Bloorview; sets a positive, collaborative tone in managing a variety of operational priorities.
  • Leads planning activities to take strategic initiatives from concept to implementation.
  • Introduces process improvements, tools, systems, and applications to more effectively manage and track workflow in a consistent and structured format with reporting capabilities.
  • Leads and coordinates plans across Holland Bloorview for asset life cycle replacement, preventative maintenance, operational support, and special projects in response to changing hospital needs.
  • Coordinates/directs contractors, external consultants, and other resources to achieve project and operational deliverables and deadlines.
  • Develops and administers budget and operates within allocated resources.
  • Develops, guides, and empowers leaders and staff in the portfolio; provides change leadership and operational direction.
  • Leads with an environmental sustainability lens applied in all decision making.

facility management

  • Provide first level response to unexpected occurrences/emergencies and take appropriate action. This includes medical gas piping systems (medical air, oxygen, vacuum, etc.), emergency power, heating/cooling/ventilation for facility, water distribution, fire protection systems, biomedical devices, pest control, transportation, and grounds.
  • Maintain physical property to ensure AODA (Accessibility for Ontarians with Disabilities Act) compliance, including space planning, renovations, and minor repair projects.
  • Maintain and continuously upgrade a comprehensive computerized maintenance management program; develop plans and procedures to enhance reliability of critical systems and to improve longevity of equipment.
  • Provides direct oversight of ancillary services that include parking, security, biomedical services, and client transportation.
  • Maintain current work order systems to ensure all demand work is completed in a timely and efficient manner to the satisfaction of our clients, staff, and families.
  • Oversee recycling and waste management programs; ensure contracts are in place and hospital programs are current with Ministry of Environment legislation.
  • Support all emergency management and contingency team efforts.
  • Maintain pool operator's certification; ensure pool maintenance meets/exceeds Toronto Public Health standards; ensure equipment and water chemistry is maintained 24/7.
  • Ensure life safety systems are maintained, tested, inspected, and remain current with various standards such as CSA, TSSA, and building code.
  • Maintain accuracy of fire safety plan including system testing and drills
  • Supports the space allocation process in partnership with the senior director of communications and strategy

Team management

  • Lead the facility management team including:
    • Coach, mentor, and develop staff, providing day-to-day direction
    • Manage employee performance
    • Oversee the allocation of staff assignments, monitor workload requirements and service delivery quality.
    • Create opportunities to enhance staff engagement (off-site activities, encouraging/faciliating participation in hospital social events)
  • Exercise judgment on personnel decisions including:
    • Formulate action plans for the professional development of staff.
    • Authorize actions for hiring and managing direct reports.
    • Support performance management conversations and actions

planning and administration

  • Prepares operational budgets that include encompass the full scope the facilities portfolio: plant maintenance, plant operations, security, transportation, biomedical engineering, mail room and parking.
  • Oversees operational activities, preventative maintenance and asset preservation while incorporating environmental sustainability concepts and promoting industry best practices.

  • Prepare reports, correspondence and memos for internal department communication, hospital personnel and various committees on facility management issues.
  • Provide appropriate documentation for external business, various regulatory and government agencies as required
  • Participate in meetings and committees (e.g., Joint Health and Safety Committee, risk management, management team, infection control, space planning, etc.).
  • Complete reports as requested by vice-president (e.g. variance reporting, annual operating priorities etc.).
  • Manage relationships with community representatives on facility management issues, in conjunction with hospital communications team.
  • Network with other hospitals/sites and organizations as needed
  • Establish relationships with knowledge experts in other service areas.
  • Sits on hospital committees as needed
  • Serves as co-chair of environmental sustainability taskforce

Qualifications:

  • Bachelor's degree or college diploma in a relevant program (Engineering, Facilities, Resource Management, Mechanical/Construction/Architectural Technology, or relevant skilled trades and/or equivalent)
  • 7 years of experience in a facility management role that includes operational leadership, project management and working with a diverse team of staff and sub-contractors
  • Demonstrated ability to lead including successful record of accomplishment in change leadership and team performance.
  • Demonstrated experience and ability to successfully manage several projects simultaneously.
  • Strong customer engagement orientation. Commitment to promoting excellence and quality results across functions.
  • Comprehensive understanding of bid and tendering processes related to maintenance and capital improvements and understanding of budget development and management.
  • Demonstrated ability to manage key facility management functions: preventative maintenance, asset management, operations, repairs, construction management and building automation systems.
  • Knowledge of legislation, regulations and building codes related to building operations i.e. Building and Fire Codes, in depth Occupational Health & Safety Act, is an asset
  • Familiarity with sustainability initiatives for waste management and energy conservation and environmental and energy conservation principles are an asset.
  • Excellent interpersonal, relationship building, and communication skills and superior customer service orientation are essential.
  • Experience with the administration of a large operating budget ($5M+) including planning and variance reporting.
  • Strong time management skills with ability to coordinate multiple issues simultaneously and prioritize demands.
  • Strong interpersonal skills with ability to establish and maintain collaborative relationships.
  • Strong oral and written communication skills.
  • Proven leadership skills, capacity to visibly and positively represent Holland Bloorview to external stakeholders.
