Job Description

The main requirements of the role are:

  • Provide technical, operations and maintenance expertise through contract development, design, construction and commissioning of capital projects related to the three (3) wastewater treatment facilities in Winnipeg.
  • Provide expert quality/commissioning advice during commissioning stages of the projects on the treatment facilities.
  • Develop strategies and indicators to optimize the new process equipment being put into service as part of the major capital upgrades.
  • Support continuous operational improvement during capital upgrades in order to maintain environmental compliance.
  • Work on site and in the office with the Veolia Winnipeg Team
  • Manage and lead Veolia's technical role in Capital Program Delivery for the WSTP.
  • Provide support to the City Project Managers within the Winnipeg Sewage Treatment Program (WSTP). Be willing to take on an active role in the reviewing documents and attending meetings.
  • Develop and maintain a working relationship with plant operations and maintenance team.
  • Ability to collaborate and work within a diverse group of stakeholders and prioritize overall program goals to achieve success.
  • Support and coordinate the on-going Capital Program Target Cost (CPTC) model with respect to managing the delivery of major capital projects by providing key advice in process selection, innovation and efficiencies to key equipment being designed, manufactured, installed and commissioned.
  • Support the Facility Leader in coordination of the delivery of Veolia's Program objectives for the capital, operation and maintenance of the facilities to meet target cost, on the basis of whole life cost, to meet environmental, H&S and business needs within target costs.
  • Business planning and strategy development for implementation of process optimization to benefit the operations and maintenance of the three (3) sewage treatment plants. Propose ideas to save the WSTP capital and operational expenditures.
  • Provide sound technical advice to Wastewater Services to optimize plant operation under variable conditions.
  • Support process optimization initiatives and execution upon completion of the major upgrade. Provide the technical knowledge to identify, plan and implement optimization ideas.
  • Assist the WSTP with operational change management.
  • Be a member of the WSTP Management team including preparing documents/recommendation for the Leadership Team and providing advice/input and decision making for key program items.

PRIMARY RESPONSIBILITIES / JOB DUTIES

  1. Support the WSTP as an integral player by:
  2. Review and assist in preparation of deliverables during the Project Initiation phase (e.g. Project Delivery Plan, Communication/Stakeholder management plans, Project Charter, etc.)
  3. Participate and provide recommendations to the Program/Management and Leadership Teams as part of a team of key individuals that manage the WSTP.
  4. Promote key concepts to the program such as procurement improvements, reliability, operation efficiency, greenhouse gas emissions mitigation and capital target costs.
  5. Review and provide technical advice during the design, construction and commissioning of major process equipment to ensure successful project outcomes.
  6. Assist in managing Technical Program risks.
  7. Understand the interactions/impacts between existing plant processes and new construction in order to provide strategic mitigation of risks.
  8. Provide or facilitate knowledge and expertise to the client in understanding and resolving technical issues relating to treatment process; construction or other technical areas.
  9. Develop and support the implementation of program strategies fostering "Best for Program" decisions.
  10. Attend Project/Program meetings regarding the WSTP to identify any cross risks.

Technical Leader to be the primary contact between the Technical & Performance groups across the global network to provide support to all area of the WSTP.

Qualifications

Knowledge, skills and experience:

  • Educational Background Degree in a chemical (process), environmental engineering or a related discipline Ph.D considered an asset
  • Project Management knowledge and experience
  • Minimum of 12 years' experience with 8 years' experience directly related to wastewater treatment facilities
  • Must have previous experience with Program Management and business process quality control.
  • Professional Engineer in the Province of Manitoba or the ability to obtain within six months of employment
  • Capable to play a central role in coordinating and integrating progress across internal and external program team members
  • At least ten years progressive experience within a water /wastewater treatment environment (advisory, design, construction, operation or similar) with thorough knowledge of the methods, techniques, principles, and practices of water/wastewater treatment, water distribution and wastewater collection.
  • Must understand challenges common to brownfield projects and demonstrated leadership ability and ability to effectively manage resources (personnel, equipment, materials, facilities, funds and reputation).
  • Thorough knowledge of Process / Operations Management, QA/QC procedures, Safety, Environmental and Facilities / Capital Equipment Management with expertise in more than one area of general knowledge requirements.
  • Demonstrated knowledge of budget preparation and cost control and ability to forecast budget, staffing and equipment needs. Must have the capability to conduct analyses on complex data sets and review large complex technical reports.
  • Must demonstrate ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Must demonstrate ability to continually reprioritize and multitask and be able to work effectively with interruptions. Ability to handle confidential or sensitive information or issues.
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities
  • Must demonstrate effective oral and written communication skills and the ability to independently compose routine written communications.
  • Must demonstrate ability to adapt communication style for diverse audiences from construction site / plant floor to senior management.
  • Must demonstrate the ability to guide others and deliver through other people / groups without direct management control.
  • Must have strong partnering abilities to develop networks and build alliances; collaborate across boundaries to build strategic relationships and achieve common goals.
  • PC skills with expert working knowledge of MS Excel and Word. Ability to develop spreadsheets and modify formats in order to complete assignments.
  • Experience working in the Google Suite of office tool would be considered an asset
  • Veolia is the world's largest environmental service provider and the City of Winnipeg protects the environment and public health. Demonstrating knowledge of current local or world environmental challenges will be an advantage.
  • Working knowledge of other disciplines (mechanical, civil, electrical, automation) and prior experience in a water and wastewater facility construction environment is considered an asset.
  • Prior commissioning and construction experience of water and wastewater facilities is considered an asset.

Work Environment:

  • 100% at site/office.
  • Must have Valid Driver's License
  • Possible Work Hazards:
    • Must take care in moving or lifting office supplies. Exposure to industrial and construction plant hazards including excavations, noise, heavy equipment, fumes and chemicals.
  • Physical Demands:
    • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
