Position Highlights:

Bring your skills in project management, stakeholder engagement and change management to this key role, leading planning, implementation and evaluation of sustainable innovation initiatives as the Project Leader, Centre for Advanced Analytics, Data Science and Innovation (CAADSI). This full-time position will be based out of our Central City offices in Surrey.

  • Provide coordination and project management within a change management context, and to support Innovation priorities.
  • Coordinate the functional programming and design phase of project development by assessing and identifying stakeholders in consultation with the program managers and clinical experts.
  • Lead, plan, develop, implement and/or evaluate new or redesigned services/programs to support systems improvement priorities while ensuring alignment with operational requirements and provincial mandates.
  • Provide facilitation and coaching to program/service teams to support the development, monitoring and analysis of CAADSI solutions for the assigned program/service by acting as a resource in the application of quality improvement knowledge and expertise to the assigned areas.
  • Establish a project charter, plan and objectives to outline operational improvement timelines and deliverables.
  • Promote the transfer of knowledge derived from organizational and provincial collaborations into clinical improvement activities and support the spread of improvement efforts.
  • Link and network with other health authorities, the Ministry of Health and professional associations to keep abreast of relevant changes and innovations.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Director, the Project Leader is responsible for the planning, implementation and evaluation of sustainable CAADSI analytical and related technology solutions for an assigned portfolio of programs/services. The Project Leader ensures efficient and effective execution of initiatives and alignment with provincial, Fraser Health and program objectives and priorities through the use of best practice change and project management approaches which drive improvement initiatives/projects identified as priorities by the leadership team.


Responsibilities

  1. Leads, plans, develops, implements and/or evaluates new or redesigned services/programs to support operational improvement priorities while ensuring alignment with other program operations and evidence-based practice protocols; incorporates change and/or project management methodologies into the new or redesign of existing programs to transform service delivery, culture and system structure; responsible for managing all project resources including preparing and monitoring project budgets and expenditures.
  2. Establishes project charter, plan and objectives to outline operational improvement timelines and deliverables; executes plans according the project methodologies ensuring completion and coordination of assigned initiatives; facilitates consensus with stakeholders as required and ensures new or redesigned program are ready for implementation.
  3. Provides coordination and project management within a change management and program or service context and functions as a strategic resource for the management team to ensure that an optimal structure, design and implementation of the change(s) is/are in place to achieve desired outcomes and benefits; coordinates and aligns program and service delivery activities among the assigned areas to avoid duplication and ensure alignment with priorities.
  4. Provides facilitation and coaching to program/service teams to support the development, monitoring and analysis of CAADSI solutions for the assigned program/service by acting as a resource in the application of quality improvement knowledge and expertise to the assigned areas.
  5. Develops and/or recommends tools and mechanisms to measure, monitor and evaluate the progress and outcomes of clinical initiatives to improve care, service delivery and utilization; provides support to those with operational accountability in the design of processes, systems and tools to collect information to assist in decision making, planning and continuous improvement; monitors outcomes and produces regular reports on the status of various initiatives; provides recommendations to changes in the project charter to resolve encountered obstacles/setbacks.
  6. Provides leadership to assigned project teams by identifying, establishing and managing the appropriate team structure, complement and membership required for assigned initiative such as project charter, team composition, sponsorship, champion, steering committee and implementation team utilizing current FH staff and external resources; manages project deadlines and tasks and provides support to leadership by identifying opportunities for improvement in organizational effectiveness.
  7. Promotes the transfer of knowledge derived from organizational and provincial collaborations into clinical improvement activities for CAADSI and supports the spread of improvement efforts to the department and related programs/services within Fraser Health.
  8. Links and networks with other health authorities, the Ministry of Health Services and other professional associations to keep abreast of relevant changes and innovations.

Qualifications

Education and Experience

Master's degree in business or a health care discipline, supplemented with seven (7) to ten (10) years' recent, related progressively responsible leadership experience, including related experience in project and change management; or an equivalent combination of education, training and experience.
