We are seeking a proactive, passionate and results-oriented Executive Director, Clinical Lead for the Minimum Nurse-to-Patient Ratio (mNPR) Implementation. Reporting to the Chief Nursing and Allied Health Officer and Executive Director, Professional Practice, this role will lead the implementation of minimum nurse to patient ratio policy in Fraser Health.

With a focus on continuous quality and process improvement, risk identification and mitigation, and compliance with the Ministry of Health (MoH) policy, the Executive Director will liaise regularly with the MoH, BC Nurses Union (BCNU), leaders at other health authorities and internal stakeholders across Fraser Health, including the nurses and the Senior Executive team.

A strong communicator and facilitator, the Executive Director will provide comprehensive guidance and agile plans and strategies to ensure the successful implementation at sites and units throughout the Fraser Health region.

The Executive Director is accountable for:

  • Providing effective leadership, expert advice and problem solving in the implementation of mNPR across nursing practice areas within Fraser Health in accordance with the Ministry of Health policy direction;
  • Providing leadership and guidance to the mNPR implementation project teams as mNPR is implemented across sites and units;
  • Collaborating with Fraser Health’s human resources, operational leadership, data analytics, evaluation, and financial management departments in the implementation, monitoring, reporting, and evaluation of mNPR;
  • Facilitating the deployment of resources as required to enable implementation at the site or unit level;
  • Providing implementation progress reports, identifying barriers, mitigating risks, and seeking feedback and input into the development and execution of the mNPR implementation plan;
  • Ensuring the development and submission of required implementation plans, progress and compliance reports to Executive Leadership through the Chief Nursing Officer and to the Ministry of Health.

The successful candidate will have:

  • Master’s degree in Nursing (MSN) or equivalent field;
  • Minimum ten (10) years of recent related senior operational and nursing practice leadership experience in a complex health care environment, working collaboratively and constructively with union leadership;
  • Good standing with the British Columbia College of Nurses & Midwives (BCCNM) as a Registered Nurse.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Executive Director, Professional Practice, and Chief Nursing and Allied Health Officer, the Executive Director, Clinical Lead mNPR Implementation is accountable for supporting the work of the Fraser Health minimum Nursing Patient Ratio (mNPR) Oversight Committee. Providing expert advice and guidance, the Executive Director leads the Fraser Health project team responsible for minimum nursing patient ratio’s implementation, compliance, and continuous quality and process improvement, including providing input on identification of risks and barriers and potential mitigation strategies.

Communicates internally with; Human Resources, Operations Leaders, Information Technology, and Finance to negotiate and facilitate deployment of resources as required to enable site/unit level implementation. Communicates externally with, MoH, BCNU, and leaders in other health organizations to negotiate and facilitate for resources and contractual obligations to support mNPR implementation.


Responsibilities

  1. Provides effective leadership, expert advice and problem solving in the implementation of mNPR across nursing practice areas in Fraser Health in accordance with the Ministry of Health policy direction.
  2. Provides leadership to the mNPR implementation planning steps including supporting the development of Implementation Plans, execution and sustainment of the Implementation Plan, ensuring reporting and monitoring as required, and leading the development of continuous quality improvement processes.
  3. Provides leadership and guidance to the mNPR implementation project teams as mNPR is implemented across sites and units.
  4. Collaborates with the Fraser Health’s Human Resources, operational leadership, data analytics, evaluation, and financial management departments in the implementation, monitoring, reporting, and evaluation of mNPR and facilitates the deployment of resources as required to enable implementation at the site or unit level.
  5. Provides implementation progress reports, identifies barriers and risks and seeks feedback and input into the development and execution of the mNPR implementation plan from the Fraser Health mNPR Oversight Committee.
  6. Ensures the development and submission of required implementation plans, progress and compliance reports to Executive Leadership through the Chief Nursing Officer and to the Ministry of Health.
  7. Establishes two way communication and feedback loops within Fraser Health, between Project Team’s and the Oversight Committee and with the Ministry of Health.
  8. Collaborates with nursing leaders responsible for similar work in other health organizations to enable consistency of implementation and opportunity to share learning across health organizations.
  9. Provides leadership and creates structures and processes designed to engage nurses, nursing leaders, and union colleagues in the continuous improvement of the mNPR implementation, workplace culture, and quality of nursing care.
  10. Works with operational leadership to analyze and communicate patient satisfaction, nursing satisfaction, and outcome metrics for the purpose of quality improvement of nursing practices at the site and unit level.
  11. Identifies implementation barriers and risks, proposes mitigating solutions and escalates concerns for regional and provincial problem solving.
  12. Responsible to include processes and approaches in the implementation and sustainment of mNPR such as;
    • Enabling nursing’s contribution to team based care and support the ongoing improvement of collaborative team based care processes.
    • Enabling processes to engage the patient voice in process and quality improvement actions.
    • Ensuring that there is a focus on Diversity, Equity and Inclusion in the workplace process improvement actions.
    • Ensuring that there is a focus on improving Indigenous Cultural Safety and Humility in the workplace and in providing care and services for Indigenous patients and families.

Qualifications

Master’s degree in Nursing plus at least ten (10) years of recent related senior operational and nursing practice leadership experience in a complex health care environment working collaboratively and constructively with union leadership. Registered Nurse in good standing with the British Columbia College of Nurses & Midwives.
