The Executive Director of Mental Health and Substance Use (MHSU) is seeking a result-oriented professional with healthcare leadership experience for the new Director, Clinical Operations role to oversee a portion of the Addiction Medicine and Substance Use portfolio as well as regional MHSU Access and Flow. The Director is a clear, caring and courageous leader that brings a strategic approach to planning, designing, implementing, delivering and assessing the Regional Program across FH. As the Director, you will work in a multi-faceted and complex environment to build strong partnerships, lead a dynamic group and pioneer community initiatives that improve the healthcare continuum. The Director is accountable for:

  • Leading strategic and operational initiatives impacting MHSU while collaborating with various departments, entities and communities within FH to meet program priorities;
  • Spearheading the integration and standardization of health programs to optimize capacity, quality, safety and client-centered care;
  • Ensuring performance management is conducted on the basis of metrics for both program and people performance plans; and
  • Establishing leadership that encourages engagement, safe practices, effective communication and retention as well as personal and professional development.
  • Direct and innovate strategies to improve access and streamline the flow within the regional MHSU services, ensuring a seamless, efficient, and effective continuum of care for patients navigating the MHSU system.

The successful candidate will have:

  • A Master's level of education in a field related to health care management; and
  • Progressive senior leadership experience with demonstrated ability to lead within a matrix reporting structure service delivery, budgetary, staffing, quality and strategic initiatives; or
  • An equivalent combination of education, training and experience.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Director, Clinical Operations provides leadership and direction on strategies, planning, design, implementation, delivery and assessment of assigned clinical department/service within or across a hospital or health services area, or, for a Regional Program across Fraser Health.

Oversees programs/departments/services to support operational leaders, remove barriers to patient transition and foster a culture of patient-centred care across the health care continuum. Partners with physician, clinical and support leaders in the system design, implementation and sustainability of an integrated clinical program to achieve Fraser Health's priority actions supporting the Fraser Health Strategic Operating Priorities.

Works within a network of Regional Programs, centralized services, hospital sites and community health service areas.


Responsibilities

  1. Leads strategic/operational planning, integration, implementation and delivery of a program/department/service.
  2. Collaborates to communicate program/department/service needs and outcomes.
  3. Ensures program/department/ service operate within approved financial mandate. Reviews and endorses budgets and financial plans developed by Managers.
  4. Oversees development of policies supports for integration and standardization of health programs/services, capacity and ensuring a systems perspective.
  5. Ensures standardization of practice, quality, safety and cost effectiveness support creating integrated patient/client/resident-centered care.
  6. Represents the program/department/service in the health service community, civic/provincial governments or others.
  7. Ensures performance management criteria form the basis of metrics for program and individual performance plans.
  8. Provides leadership to support engagement and respect through support of the well-being and safety of our people through effective feedback, retention strategies, work practices that support work/life balance and the encouragement of personal and professional development.
  9. Liaises with Foundation Heads enhancing synergy with Foundation and Fraser Health strategic and operational priorities.

Qualifications

Education and Experience

A Master's level of education in a field related to health care management; supplemented with seven (7) to ten (10) years recent related, progressively responsible leadership experience; or an equivalent combination of education, training and experience.

Professional/Technical Capabilities:

  • Demonstrated leadership in roles to lead and move forward complex organizational change issues across health service needs which support broad transformational objectives.
  • Demonstrated leadership abilities to incorporate department/site needs within the broader context of the health delivery system and multiple site/service requirements.
  • Demonstrated ability to work and lead within a matrix reporting structure.
  • Sound working knowledge of planning concepts related to service delivery, budgetary, staffing, quality and strategic initiatives.
  • Proven presentation skills within a senior leadership capacity.
  • Proven proficiency of leading practice in the field of healthcare leadership.
