Qualifications:

  • Education and Experience: Master’s Degree in Business Administration or a related field, supplemented with fifteen (15) years’ recent related experience, including five (5) years' recent, relevant experience as a Chief Project Officer.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Chief Project Officer & Executive Director, Major Capital Projects is responsible/accountable for developing, leading and implementing large major and complex capital projects for Fraser Health (FH) including overseeing the planning processes, establishing guiding principles, overseeing clinical and facilities design and construction and ensuring the vision established for the Project is met for FH, its patients, care providers and local communities.

Duties include the planning, deployment, and evaluation of related physical, financial and human resources, in support of the strategic and operational needs of FH and making decisions involving the Project Contractors. Projects may include multiple phases and delivery methods may include Public Private Partnerships (P3), Design-Build (DB), Construction Management (CM) and Design-Bid-Build/Stipulated Sum.


Responsibilities

  1. Responsible for effective and timely discharge of FH responsibilities, as set out in the Business Plan and other agreements; responsible for the quality and management of project planning for the Project by overseeing and directing the planning of programs/services including the planning of construction processes; ensures appropriate project management plan is developed, maintained and implemented; utilizes established methods and tools and uses the Project to further develop new Facilities Management approaches to risk, quality and reliability of project delivery and stewardship innovations.
  2. Approves all requests for scope changes according to established signing authority, governance, project management, health authority and project board requirements; consults with the partners and senior executives on such decisions; oversees and coordinates the development and reporting of building specifications, service and program requirements, equipment specifications, information systems and technology requirement to support the Project.
  3. Acts as FH key point of contact with contractors on procurement issues through designated leads; negotiates resolution of disputes with the contractor, as needed; ensures appropriate reporting and governance mechanisms are in place for the Project Steering Committee.
  4. Ensures effective interface and communication with User Groups and FH professionals to deliver effective input into all stages of the Project; ensures all legal, financial and operational activities are consistent and compatible with FH requirements.
  5. Oversees the management of financial resources to meet initiatives, goals, targets of the strategic and operating plans; ensures short and long term planning occurs to effectively plan and implement both operating and capital expenditures; initiates current and future program/service adjustments and provides overall leadership, direction and supervision of assigned team members.
  6. Supports the Executives and Project teams in the procurement of contractors to deliver the Project integrated with and supportive of various Facilities Management functions and mandate; leads assigned resources in the development of best practice clinical plans for the new facilities in order to maximize their clinical functionality; contributes to and reviews the Project-led design development process for the facility; develops operational plans for clinical service delivery within the new facilities; develops and implements commissioning and move-in plans for new and existing clinical and clinical support programs.
  7. Works with the internal staff of FH to establish an appropriate human resource plan for the project; recruits, selects and hires staff and leads the redevelopment team to ensure that the team is appropriately organized and managed to achieve project goals in an efficient manner; identifies resourcing requirements, takes necessary action to secure required resources and ensures resources are appropriately organized and managed; establishes and monitors delivery of work targets for Project team members.
  8. Works with senior members of the Organizations to ensure that the capital project minimally impacts the Organizations' ability to provide safe patient care for that facility and ensuring contingency plans are place in case work disruptions require the redeployment to human resources and patients to another acute/community health centre.
  9. Co-leads matrix functions with the Project and Facilities Management for services such as project management, clinical planning, equipment planning and project/results management office; ensures synergies, efficiencies, shared practices, clear accountabilities and researched best practices to avoid unnecessary duplication or repetition.
  10. Works through and enhances a model to report on project interdependencies, risks and issues identified by working groups; oversees compliance obligations, applicable legal issues and standards with respect to procurement, design, construction, accreditation, environmental and occupational health & safety issues.
  11. Works with Directors and assigned resources to resolve interdependencies and conflicts; oversees the production of project scoping documents, work plans and milestone plans for the various components of the Project; reports on status and execution of key activities and advises on risks to the organization; ensures a fair, open and transparent process consistent with FH priorities and established parameters.
  12. Develops, approves and implements operating and capital budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within the objectives, plans and budgets established by FH Senior Executive; manages project risks and issues in order to support project progress; reports on the status and execution of key activities, budget status and advises on key risks and issues.
  13. Oversees the management of financial resources to meet initiatives, goals, targets of the strategic and operating plans; ensure short and long term planning occurs to effectively plan and implement both operating and capital expenditures; initiates current and future program/service adjustments; provides overall leadership, direction and supervision of assigned team members.
  14. Ensures the recruitment and professional development of employees following best practices; responsible for overseeing and as required, participating in the management of human resource matters including employee discipline up to and including terminations.
  15. Acts as day-to-day contact with the Ministry of Health Services; participates on various internal and external committees as a representative of FH, as required.

Qualifications

Education and Experience

Master's Degree in Business Administration or a related field, supplemented with fifteen (15) years' recent related experience in progressively more complex and senior management/leadership roles in a large complex health care organization including five (5) years' recent, relevant experience as a Chief Project Officer responsible for managing large major and complex capital projects, or an equivalent combination of education, training and experience.
