This Regional Director position is accountable to lead and project manage clinical operations readiness activities required for the adoption of Medi-tech Advance. This work is critical to transforming care delivery models as we move from paper to a digitized health system.

The Director will report to the Executive Director, Royal Columbian Hospital / Executive Clinical Lead and will partner with other clinical operations teams to guide the readiness for the new digital health system. Additionally, they will aid in building internal capacity, providing weekly education for site champions and identifying gaps on behalf of the clinical teams.

Director, Clinical Programs and Quality is accountable for:

  • Developing and supporting clinical program strategies, roadmaps and the implementation of clinical service/program models;
  • Supporting clinical programs in the use of standardized approaches to large scale change projects/initiatives and innovations including technologies and service delivery models;
  • In partnership with Clinical Programs, leading clinical care management strategies to enable a culture that promotes evidence-informed and quality practices. Collaborating with organizational leadership to establishing priorities and monitoring progress in achieving objectives;
  • Providing broad oversight to ensure clinical readiness for key milestones, leading the resolution and analysis of significant project issues from a clinical perspective;
  • In partnership with clinical operational directors, supporting the planning and oversight of temporary or permanent changes in patient pathways as a result of changes in clinical information systems;
  • Provides oversight in the development and resolution of any significant workflow issues, overall staff training, and overall site readiness in the implementation of Medi-tech Advance.

The successful candidate will have:

  • Master's Degree in Health, Business or Computer/technology systems;
  • Ten (10) years’ recent related, experience in a health care environment, including five (5) years' leadership/management experience which includes quality improvement and technology change principles/processes, strategic planning, development, implementation and evaluation;
  • An equivalent combination of education, training and experience.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Director, Clinical Programs & Quality is accountable to lead, direct and coordinate initiatives to provide and increase access to high quality, innovative and appropriate Virtual Health Services across Fraser Health and/or, as appropriate, within clinical operations within Regional Acute Hospitals.

Collaborates with clinical programs to transform their care delivery models by developing and implementing virtual health strategies within their clinical programs, including a focused accountability on leading readiness for the option of the digital health record.

Accountabilities include strategic planning to integrate and transform care delivery models, lead in the development, implementation and sustainment of clinical governance, standards and clinical guidelines for virtual health service delivery, and lead the planning, development, implementation and ongoing evaluation of systems and processes to integrate quality and patient care principles and practices throughout the organization.

The Director is operationally accountable for management of related financial, human and physical resources to support operational goals.


Responsibilities

  1. Provides leadership and direction in the planning, development, implementation and evaluation of operational goals for Clinical Program Quality within Virtual Health Services across Fraser Health, and/or as appropriate, within clinical operations for Regional Hospitals.
  2. Directs and enables the execution of large scale initiatives to advance the utilization and integration of virtual health with the purpose of transforming care delivery models. Identifies opportunities and leads cross-functional and cross-organizational teams to design and implement complex service system re-design and process improvement. Oversees adherence to project methodologies as well as successful and coordinated completion of initiative components; facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
  3. Accountable to lead readiness for the option of the digital health record.
  4. Assesses industry best practices to ensure the effective delivery of Virtual Health services and initiatives; establishes effective organization-wide policies and strategies to promote clinical program quality and optimize patient care; leads the design and implementation of systems to monitor organizational performance based on established quality dimensions and key performance measures.
  5. Develops and supports clinical program strategies, roadmaps and the implementation of clinical service/program models across the continuum of Virtual Health services. Supports clinical programs in the use of standardized approaches to large scale change projects/initiatives and innovations including technologies and service delivery models within Virtual Health Services framework.
  6. Works collaboratively with clinical leadership, Directors, and stakeholders to integrate quality improvement and patient care and safety within Virtual Health service delivery of clinical program operations. Ensures on-going adherence and evaluation of quality improvement systems and processes and key performance measures by Virtual Health clinical programs.
  7. Establishes, sustains and maintains operational accountability for Virtual Health clinical program quality improvement in compliance with MOH expectations/directives. Regularly evaluates impact of portfolio service delivery model on strategic and operational priorities and adapts service delivery model based on evolving organizational needs.
  8. Directs the Virtual Health team in providing clinical education and training to clinicians and patients/families to support virtual health initiatives and ensure end-users are comfortable and capable of using the technology.
  9. Provides leadership to teams by mentoring, coaching, and fostering an atmosphere that promotes and encourages employees to realize their maximum potential and supports collaborative working relationships and labour relations. Oversees human resource management including recruitment, performance assessment and performance management. Initiates disciplinary action when necessary.
  10. Develops, recommends, manages and approves the capital and operating department portfolio budget, ensuring efficient utilization of financial resources and budget analyses; reports significant risks, mitigation strategies, and recommendations for budgetary adjustments to meet organizational priorities.
  11. In partnership with Clinical Programs, leads clinical care management strategies to enable a culture that promotes evidence-informed and quality practices. Collaborates with organizational leadership to establish priorities and monitor progress in achieving objectives.
  12. Leads the recruitment and allocation of staff in accordance with the portfolio’s service delivery model, professional standards, performance expectations and current legislated/contractual obligations, including ongoing evaluation education, and professional development.
  13. Engages portfolio staff and others as appropriate in the development of annual work plans to address short and long term objectives and key performance measures for the portfolio.
  14. Develops and maintains collaborative relationships and networks with both internal and external service providers including other Health Authorities, provincial and inter-provincial bodies; provides leadership in representing the Organization on various committees and working groups.

Qualifications

Master's Degree in Health, Business or Computer/technology systems related discipline plus ten (10) years' recent related experience in a health care environment, including five (5) years' leadership/management experience which includes quality improvement and technology change principles/processes, strategic planning, development, implementation and evaluation; or an equivalent combination of education, training or experience.
