We are seeking a dedicated and experienced healthcare leader for the Director, Clinical Operations (Community and Hospital) role for the Abbotsford region. The Director will provide leadership and direction on strategies, planning, design, implementation delivery and assessment of an assigned clinical department/service focusing on the Emergency Department and Cardiac Services, including both inpatient and outpatient services at Abbotsford Regional Hospital.

As a community hospital, Abbotsford Regional Hospital & Cancer Centre has 295 acute beds offering medical, surgical, obstetrics, inpatient pediatrics, renal, cardiology, tertiary palliative care, helipad, as well as 24/7 emergency services with 79,289 visits annually.

Reporting to the Executive Director of Regional Hospitals & Community (ARH, MMH & Abbotsford and Mission), the Director, will work in a multi-faceted and complex environment while delivering recommendations that have a positive impact within Fraser Health and the region. The Director, Clinical Operations will be clear, caring and courageous and will utilize a strong relationship-based approach to collaborate with community partners and yield effective health services.

The Director is accountable for:

  • Leading the strategic/operational planning, integration, implementation and delivery of a program/department/service;
  • Collaborating to communicate program/department/service needs and outcomes;
  • Forming partnerships within a network of Regional programs, centralized services, hospital sites, physicians community and community health service areas;
  • Ensuring program/department/ service operate within approved financial mandate;
  • Overseeing the development of policies supports for integration and standardization of health programs/services, capacity and ensuring a systems perspective;
  • Ensuring standardization of practice, quality, safety and cost effectiveness support creating integrated patient/client/resident-centered care;
  • Supporting operational leaders by removing barriers to the development of a culture of patient-centred care across the health care continuum;
  • Representing the program/department/service in the health service community, civic/provincial governments or others;
  • Ensuring performance management criteria form the basis of metrics for program and individual performance plans;
  • Providing leadership to support engagement and respect through support of the well-being and safety of our people through effective feedback, retention strategies, work practices that support work/life balance and the encouragement of personal and professional development.

The successful candidate will have:

  • A Master's degree in a field related to healthcare management;
  • Seven (7) to Ten (10) years of progressively responsible leadership experience; or
  • An equivalent combination of education, training, and experience.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Director, Clinical Operations provides leadership and direction on strategies, planning, design, implementation, delivery and assessment of assigned clinical department/service within or across a hospital or health services area, or, for a Regional Program across Fraser Health.

Oversees programs/departments/services to support operational leaders, remove barriers to patient transition and foster a culture of patient-centred care across the health care continuum. Partners with physician, clinical and support leaders in the system design, implementation and sustainability of an integrated clinical program to achieve Fraser Health's priority actions supporting the Fraser Health Strategic Operating Priorities.

Works within a network of Regional Programs, centralized services, hospital sites and community health service areas.


Responsibilities

  1. Leads strategic/operational planning, integration, implementation and delivery of a program/department/service.
  2. Collaborates to communicate program/department/service needs and outcomes.
  3. Ensures program/department/ service operate within approved financial mandate. Reviews and endorses budgets and financial plans developed by Managers.
  4. Oversees development of policies supports for integration and standardization of health programs/services, capacity and ensuring a systems perspective.
  5. Ensures standardization of practice, quality, safety and cost effectiveness support creating integrated patient/client/resident-centered care.
  6. Represents the program/department/service in the health service community, civic/provincial governments or others.
  7. Ensures performance management criteria form the basis of metrics for program and individual performance plans.
  8. Provides leadership to support engagement and respect through support of the well-being and safety of our people through effective feedback, retention strategies, work practices that support work/life balance and the encouragement of personal and professional development.
  9. Liaises with Foundation Heads enhancing synergy with Foundation and Fraser Health strategic and operational priorities.

Qualifications

Education and Experience

A Master's level of education in a field related to healthcare management, supplemented with seven (7) to ten (10) years' recent related, progressively responsible leadership experience; or an equivalent combination of education, training, and experience.

  • Demonstrated ability to work and lead within a matrix reporting structure
  • Sound working knowledge of planning concepts related to service delivery, budgetary, staffing, quality and strategic initiatives
  • Proven presentation skills within a senior leadership capacity.
  • Proven proficiency of leading practice in the field of healthcare leadership
