This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

SMRT completes more than 14,000 disability determinations and over 2,400 level-of-care assessments annually. As a member of the State Medical Review Team (SMRT) Disability Analysts apply federal and state disability laws, including Titles II, XVI, and XIX of the Social Security Act, SSA regulations, and applicable state policies, to make accurate and timely disability and level-of-care determinations as part of the eligibility process for Minnesota Health Care Programs, including Medical Assistance ABD, MA-EPD, TEFRA, Managed Care Exclusion, Special Needs Basic Care (SNBC), and Home and Community-Based Waiver services. This includes gathering and analyzing medical, vocational, and functional evidence (i.e. attending physician reports, medical records such as diagnostic tests, office notes, operative reports, etc.) to determine if the applicant is disabled as defined. In addition to adjudicating cases, this position entails coordinating with clients, advocates, medical providers, counties, schools, employers, and other stakeholders; and preparing clear, well-reasoned written determinations that explain complex findings. This position requires strong analytical judgment, case management skills, decision making, problem solving, excellent oral and written communication, as well as interpersonal skills and the ability to work independently in a complex regulatory environment. Applicants should have a willingness to embrace change in a fast-paced work environment and a strong desire to continuously learn and improve.

Duties Include

Obtaining, reviewing, and evaluating complex medical, vocational, and functional evidence from multiple sources, including electronic records, providers, and third parties to assess functional and vocational impact. Interpreting and applying federal and state disability policy, including SSA regulations, POMS, CFR, and state program guidance, to determine eligibility. Identifying gaps in evidence, requesting additional documentation, and coordinating follow-up with providers or stakeholders as needed. Preparing clear, accurate, and well-supported written rationales that synthesize medical, functional and vocational information for determinations. Interviewing and communicating professionally with clients, providers, counties, advocates, schools, employers, and other partners throughout the review process. Managing assigned caseloads while meeting expectations for accuracy, timeliness, and quality standards. Ensuring confidentiality and proper handling of sensitive medical and personal information in accordance with applicable laws and policies.

Minimum Qualifications

Two (2) years of experience performing disability adjudication or disability determination work that requires analysis of medical, psychological, vocational, or functional evidence to determine eligibility for disability-related benefits or services. Examples include Social Security disability, Veterans Affairs disability, state disability determination services, long-term disability insurance, or workers' compensation disability claims.

Experience must demonstrate proficiency in three (3) or more of the following:

Applying policies, procedures, or regulations to determine disability or make eligibility decisions based on evaluation of evidence and regulatory requirements (e.g., Social Security disability rules, Medicaid policy, or similar frameworks) Using and interpreting policy and procedure manuals (e.g. POMS, CFR, EPM, CBSM, or similar) as reference tools to support disability eligibility determination or recommend disposition of claims. Interpreting complex medical, functional, and vocational records to assess eligibility or level of care. Preparing clear, analytical written determinations or reports that synthesize medical, vocational, and functional evidence into well-supported findings and rationales. Independently evaluating evidence and exercising professional judgment to make disability determinations in accordance with established laws, regulations, and policy.

Preferred Qualifications

Eligible for Direct Payment Non-Attorneys (EDPNAs) or experience as a Social Security Disability Law Attorney (strongly preferred) Familiarity with Minnesota Medical Assistance disability and waiver programs, including MA-ABD, MA-EPD, TEFRA, Managed Care Exclusion, Family Support Grant, Special Needs Basic Care (SNBC), and HCBS waivers (BI, CAC, CADI, DD) Experience using eligibility or case management systems such as ISDS, MAXIS, MMIS, METS, SSIS, MnCHOICES, or similar platforms. Experience preparing for or participating in Social Security disability hearings, such as drafting briefs, developing evidence, or representing claimants. Experience preparing eligibility determinations or decision rationales, including explaining findings in writing. Experience with continuous improvement efforts, including identifying process inefficiencies, workflow issues, or bottlenecks and supporting implementation of process improvements. Experience working effectively with diverse populations and stakeholders in public service, healthcare, or eligibility determination environments.
