Overview Program Support Analyst Human Services – Social Development, Planning and Partnerships Status: 1 Regular Full Time Salary Range: Non Union Salary Band H Hiring Range: $94,455 -$106,262 per annum plus comprehensive benefits Work Mode: Hybrid *see below for more details about this work mode. Who we are: The Social Development, Planning and Partnerships division works collaboratively with our community partners and multiple divisions within the Human Services department to enhance effective service delivery, identify gaps in services and efficiencies, and plan, influence and create solutions that positively impact the residents of Peel. We achieve this through program priorities including Poverty Reduction, Community Investment and Community Safety & Well-being. We provide services such as research, analysis, data analytics, technology, recoveries, appeals, eligibility review, business and policy support, training and development, planning, evaluation, continuous improvement, document services, and project expertise. In this role you will provide subject matter expertise, strategic advice and support in response to emerging issues within Human Services, changing business directions, new initiatives and program performance outcome measures to ensure that the needs of the Division are met. Using the lens of service system integration, as the Program Support Analyst, you will proactively advise and provide subject matter experise with respect to the division and the specialty area of each unit. In addition, you will support the management team to ensure all services are delivered effectively and efficiently. This includes conducting research, interpreting and analysing complex information related to specific divisional requests, and provide strategic recommendations that will positively impact the development, implementation, and continuous process improvement for divisions's programs. What you will do in this role: Maintains comprehensive, specialized knowledge of government policies, programs and related legislation relevant to Human Services. Monitors, analyses, and assesses the impact of new initiatives, advises on strategic policies and operational procedures, and creates/drafts communications for the Divisional staff. Assesses and interprets information such as legislation, Ministry communications, research papers and professional periodicals, internal/external policies and provides executive summaries and strategic recommendations on key issues that impact the division/department and/or streamline business procedures for consistent policy/program administration. Authors information and analytical reports (including Council reports) and creates presentations for the Director and Divisional Management Team (DMT) to assist in the provision of information including, but not limited to, Councillors, constituents, advocates, service providers, local planning groups, area Municipalities and community agencies, other Regional departments and other key stakeholders as required. Facilitates divisional meetings, brainstorming sessions, validation sessions, training sessions for new business procedures and processes; elicits information from various levels of staff to drive key departmental/divisional initiatives. Provides expert guidance and leadership in coordinating program support, research, analysis, guidance, financial impact and overall coordination for key events, projects and initiatives in collaboration with internal and external resources. Provides guidance and essential program information enabling the Directors to make informed decisions for effective program administration. Collaborates with the Corporate Financial Support Unit in preparation for each budget cycle. Works in partnership with the Corporate Financial Support Unit to ensure alignment of position management with budget approved FTE (contracts, students, temps/casuals and regular). Represents the Division as required on various internal and external committees and working groups. Creates, analyses and interprets internal/external surveys (including requests for information), and facilitates responses to various stakeholders. Strategic Planning/Environmental Scan: Works with stakeholder to identify needs. Creates surveys for distribution. Gathers, interprets and analyses data. Presents findings and recommendations to stakeholders using corporate lens for strategic planning. Provides expert guidance to varying levels of staff, including management, through position management, Job Data, e-Job Data, e-Performance and Return to Work process; Attendance trend analysis to inform budget, operational and labour relations implications. What the role requires: Post secondary education in Human Services or related field with at least 5 years experience in Human Services or equivalent combination of education and experience may be considered. Robust knowledge of concepts and methodologies related to project management, change management. Develops and coordiantes the execution of work plans and communication plans for Divisional initiatives and business planning. Ability to apply relevant legislations, corporate policies, and collective agreements to provide recommendations for increased service delivery and efficient business operations. Familiarity with various legislation as it relates to Human Services program, including the Housing Services Act, Residential Tenancies Act, Ontario Works Act, Day Nurseries Act. Requires broad knowledge of departmental and corporate landscape to actively contribute to fulsome dialogue with stakeholders which focuses on integrated service delivery. Requires extensive verbal communication skills in order to facilitate discussions that will support the planning and implementation of key initiatives and objectives of the division with Divisional Management Team and other stakeholders A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted). Skills/Abilities: Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias Well-developed communication skills, both verbal and written, and a proven ability to present to various audiences, both internal and external to Peel, with tact and diplomacy. Sound judgment and critical thinking is required. Ability to conduct and/or assess research and utilize analytical skills to develop evidence informed program and project recommendations. Demonstrated ability to manage priorities in a context of competing demands and ensure deadlines are met and objectives advanced. Possess a demonstrated ability to foster strong and effective working relationships with peers and senior management. Working knowledge of technologies required to support the above noted responsibilities such as MS Office, SDMT, SAMS, OCCMS, CMS, CBS, FS Pro., SAP Proven ability to problem solve/resolve conflict and the ability to respond with tact and diplomacy.
