Position Summary

The Public Health Nurse promotes, protects, and preserves the health of individuals, families, groups, and communities by integrating public health science with professional nursing practice. The role serves diverse populations across Windsor Essex by delivering evidence informed assessment, education, intervention, evaluation, and community based programming. Through surveillance, health promotion, disease prevention, and collaborative partnerships, the Public Health Nurse improves client and population health outcomes and advances health equity. Working within regulatory standards and organizational policies, this position supports the ongoing operations and public health mandate of the Windsor Essex County Health Unit.

  • Supports organizational excellence and readiness by contributing to professional development, emergency response, and continuous quality improvement.

Core Responsibilities

  • Use practice standards to conduct assessments of individuals, families, communities, and populations to identify health needs, determine a plan, identify appropriate intervention, and evaluate outcomes.
  • Provide therapeutic client-centred care maintaining professional boundaries while using trauma and violence-informed principles, harm reduction, and cultural safety.
  • Plan, implement, and evaluate programs and services through the use of population health data and according to best practices.
  • Investigate population health concerns and support prevention and control of communicable diseases.
  • Develop and deliver public health education, counseling, and interventions to promote wellness and prevent illness and injury.
  • Build and mobilize community partnerships to address priority public health issues.
  • Develop and communicate policies, plans, and program recommendations that support population and community health.
  • Coordinate and manage client caseloads, including intra and inter agency service collaboration.
  • Enforce public health legislation and regulations under the direction of the Medical Officer of Health.
  • Develop and implement medical directives as required by the Medical Officer of Health.
  • Link individuals and communities to appropriate health and social resources and provide services in a variety of community settings.
  • Participate in training, mentoring, and orientation of staff, students, and community partners.
  • Document assessments, interventions, and outcomes accurately to support program evaluation and accountability.
  • Contribute to research, evidence gathering, and quality improvement activities to advance public health nursing practice.
  • Promote health equity by integrating the social determinants of health into assessments, planning, and service delivery.

Qualifications

Required

  • Baccalaureate Degree in Nursing from an accredited University
  • Current registration with the College of Nurses of Ontario as a Registered Nurse
  • CPR/PAD current certification

Preferred

  • Previous experience working as a Registered Nurse is an asset
  • Previous experience working as a nurse in a Public Health Unit is an asset

Other Requirements

  • Working knowledge of Ontario Public Health Standards
  • Proficiency with Microsoft 365, collaboration tools, and emerging technologies, including AI-enabled tools
  • Ability to work independently and collaboratively within an interdisciplinary team
  • Ability to plan, organize, and prioritize workloads

Hours of Work: typically 8:30am - 4:30pm with some evenings and weekends required

Work Environment: office, hybrid, community

Wage Grid: ONA Public Health Nurse with BscN Pay Grid $39.83 - $53.53 hourly

All WECHU staff are required to show proof of immunity to measles, mumps, rubella and varicella through immunization records or blood work AND provide a two-step Mantoux tuberculin skin test or one-step Interferon Gamma Release Assay test PRIOR to employment start.

A Criminal Record and Judicial Matters Check (CRJMC) or a Vulnerable Sector Check (VSC) will be required as a condition of employment.

This position MAY include the option of hybrid work, whereby employees may be able to work remotely or from the office, based on departmental needs, job duties and personal work preferences. The successful candidate must reside within the province of Ontario and must be available to attend the office upon request.
