Position Summary

This position is responsible for the implementation and oversight of specific programs and processes in order to achieve corporate and departmental strategic objectives. Key responsibilities of the position include supporting the development, implementation, and ongoing enhancement of programs, policies, and initiatives that support the physical, psychological, and overall well-being of Paramedic Services staff to ensure compliance with legislation, promote a healthy and safe workplace, and foster a culture of support, inclusion, and continuous improvement.

Wage: $120,622 - $141,130

Reports To: Deputy Chief, Professional Standards

Department: Paramedic Services

Location: City of Kawartha Lakes. Paramedic Services HQ, as assigned

Hours: FT Permanent. Normal working hours are 42 hours per week with core working hours between 8:00AM to 5:00PM.

Other: This posting is for an existing, currently open position within Paramedic Services. Applications will be reviewed as received. Regular requirement to drive a Paramedic vehicle during work hours, combination of general office and occasional off-site travel. Attend meetings, conferences and dept. emergency situation, which may be outside of normal business hours

Essential Duties

  • Lead and oversee wellness programs for paramedic staff, including supporting training initiatives, and monitor program effectiveness to strengthen resiliency, reduce operational stress, and enhance mental health
  • Participant in event analysis to identify root causes of incidents impacting health and resiliency, and assist in designing and implementing solutions to mitigate recurrence and improve workplace safety
  • Support recruitment initiatives in collaboration with Operations and People Services, including job postings, interviews, candidate scenarios, and selection processes, ensuring staffing needs are met with qualified personnel
  • Lead the Infection Prevention and Control (IPAC) program, liaising with Public Health, Corporate Health and Safety, and other partners to enhance practices and procedures, and oversee documentation and compliance for influenza vaccination requirements
  • Facilitate staff return-to-work processes and attendance management in collaboration with People Services and corporate partners, including Workplace Safety Insurance Board (WSIB) claims, short- and long-term disability cases, maternity/paternity leaves, and other absences, ensuring compliance with required documentation and facilitating supportive reintegration
  • Collaborate with the Health and Safety Co-Chair to identify training gaps and implement corrective measures, ensuring workplace safety and alignment with Occupational Health and Safety Act (OHSA) and other legislative requirements; attends Joint Health and Safety meetings as needed
  • Liaise with People Services regarding Human Resources Information files for full-time, part-time, and student staff, ensuring qualifications align with Ministry of Health legislation and assisting with identification card audits and renewals
  • Manage paramedic students (Advanced Care and Primary Care Paramedics), and co-op placements by coordinating with Base Hospital, colleges, high schools, and internal teams to ensure effective learning, assessment, and integration into service programs
  • Collaborate on the identification, research, and procurement of patient care equipment and medications to support staff readiness and operational effectiveness
  • Assist management with preparations for Ministry of Health and Long-Term Care Service Reviews and participate in service-wide projects to ensure compliance and effective program implementation
  • Facilitate and support the Peer Support Team when required, including identifying and coordinating educational needs, facilitating meetings and debriefings that require management participation, and providing guidance of peer support initiatives

Qualifications

  • Post-secondary diploma in Paramedicine, Health Sciences or related field
  • Minimum five (5) years of related progressive experience, preferably in a municipal environment
  • Certified as a Primary Care Paramedic (PCP); Advanced Care Paramedic (ACP) certification preferred
  • Possess and maintain a valid Ontario Class “F” Driver’s License and acceptable driving record
  • Strong knowledge of applicable legislation and municipal policies, including the Ambulance Act, Occupational Health and Safety Act, Personal Health Information Protection Act, Municipal Freedom of Information and Protection of Privacy Act, Mandatory Blood Testing Act, and Ministry of Health’s Emergency Health standards
  • Demonstrated experience working with infection prevention, control, and quality control systems
  • Demonstrated understanding of adult learning principles and experience applying them in the development and delivery of educational programs
  • Demonstrated leadership and management skills at a level to ensure successful program and employee performance outcomes
  • Possess and demonstrate the knowledge, skills and personal attributes as described in the key performance competencies outlined below
  • Proficient in Microsoft Office suite of applications, audio/video conferencing, the internet and any other related software
