Role Summary Health Quality BC provides system-wide leadership to efforts designed to improve the quality of health care in British Columbia. Through collaborative partnerships with health authorities, patients, and those working within the health care system, we promote and inform a provincially-coordinated, patient-centred approach to quality.

The Evaluation Lead reports to the Manager, Analytics & Evaluation and is responsible for the evaluation of program design and delivery of Health Quality BC initiatives, programs, and services. The role provides subject matter expertise when reviewing and assessing the impact of Health Quality BC programs and services and presents evidence-based recommendations to project teams, senior leaders and/or other provincial partners.

Ensuring projects and policies have a quality- and equity-lens applied, are inclusive of Indigenous perspectives and incorporate anti-racist and decolonizing principles, the Evaluation Lead employs research methods for the identification, collection, analysis, and interpretation of outcome measures and carries out reviews of related research, and links evidence to the evaluation process. To build evaluation capacity among the Health Quality BC team, the role guides and supports staff to utilize best practice in evaluating programs across the organization as an expert in population health evaluation.

Key Accountabilities Makes and presents evidence-based recommendations to project teams, senior leaders and/or other provincial partners to develop, coordinate and implement effective strategies. Completes evaluation reports and gives presentations to senior leaders on selected projects/programs that assess the efficiency and effectiveness of initiatives in achieving stated goals including health outcomes and improvements in related processes. Represents Health Quality BC on internal and external committees as required. Leads, conducts and/or coordinates the research and evaluation of program design and delivery of Health Quality BC initiatives, programs, and services. Provides subject matter expertise and guidance on best practices related to program evaluation, assessment, monitoring, study design and research methodologies to program leaders, staff and other partners. Leads planning, research, evaluation, and outcome measurement of Health Quality BC services and initiatives. Works collaboratively with program managers, leads and teams to assess, determine and/or define required information to satisfy specific business requirements. Develops and prepares research proposals and associated grant applications; interacts with funding agencies to identify and secure grant funding. Works with existing and external data sources, as well as develops new collection processes. Designs a practical evaluation model that integrates monitoring, self-assessment, planning and evaluation of program or services (process and outcome measures). Develops specific evaluation criteria, performance measures and definitions, and generates evidence to conduct quantitative and qualitative analysis and to generate recommendations. Conducts and/or coordinates multiple evaluation projects including literature review, design and utilization of evaluation methodology and tools; collects, compiles, analyzes, interprets and reports data. Conducts and advises regarding complex statistical analyses. Assesses effectiveness of current Health Quality BC programs, strategies and evaluation plans. Serves as a consultant to Health Quality BC colleagues and works in collaboration with other members of the evaluation and analytics team to make evidence-based recommendations regarding potential changes to programs and impacts on services and staff resources. Ensures projects and policies have a quality- and equity-lens applied, and are inclusive of Indigenous perspectives, decolonizing practices and incorporates anti-racist principles. Works collaboratively with Health Quality BC programs to support the identification and development of meaningful performance and outcome measures. Facilitates the development, implementation, and maintenance of an ongoing evaluation process for Health Quality BC programs.

Qualifications A level of education, training, and experience equivalent to master’s degree in a health science, social science, or related discipline with coursework in research methodologies, statistical analysis and evaluative research, five (5) years experience in related research/evaluation/decision support in public health, community health programs, acute care, or other health services. Experience with or certification in Credentialed Evaluator (CE) with the Canadian Evaluation Society and/or Project management is considered an asset.

Demonstrated knowledge of health research methodology, principles and procedures. Demonstrated knowledge of performance outcome measurement tools and techniques and program evaluation, e.g., program logic models, impact analysis. Ability to use advanced microcomputer software such as database (e.g., Access), or spreadsheets. Ability to use quantitative and qualitative data analysis software. Demonstrated ability to productively use spreadsheets, word processing, database, presentation and project management applications. Excellent oral and written communication skills.

Ability to utilize initiative, vision, independent thinking and creative problem-solving skills to implement project plans and realize project completion. Excellent oral and written communication skills to function within a complex inter-sectoral environment including competency in using various technologies including social media. Effective facilitation and persuasion skills to achieve consensus, resolve conflict and achieve desired outcomes Comprehensive knowledge of project management principles and methodologies. Ability to work under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner. Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
