Ross Memorial Hospital (RMH) is an active, acute-care community hospital located in the heart of the City of Kawartha Lakes. Position Summary

Reporting to the a Integrated Director Laboratory Services, is responsible for the implementation, maintenance and improvement of the quality management system and Hospital Point of Care Testing Program.

The Laboratory department is currently looking for a Permanent Full-Time M.L.T Charge- Quality to join their healthcare team.

Major Duties and Responsibilities

Models Ross Memorial Hospital’s philosophy and values, ethical standards and performs duties in accordance with hospital and department policies and procedures. Interacts with patients, visitors, laboratory, and hospital personnel in a professional and congenial manner at all times.

Shall have the authority and resources to carry out their duties including:

Implementation, maintenance, and improvement of the quality management system. Identifications of deviations from the management system or from the procedures for performing laboratory activities. Initiation of actions to prevent or minimize such deviations. Reporting to laboratory management on the performance of the quality management system and need for improvement. Ensuring the effectiveness of Laboratory activities. Familiar with the full range of laboratory tests and procedures. Performs duties of registered technologist in accordance with safety guidelines and established procedures. Assists the Laboratory Director and Charge Technologists in the development and review of quality management policies, processes and procedures, quality improvement initiatives and quality control programs for the Laboratory, Specimen Collection and Hospital POCT program. Prepares, conducts, and analyses customer service and department audits, develops and correlates quality indicators, prepares regular quality management reports. Assists the Laboratory Director in preparing and analyzing customer satisfaction surveys. Ensures quality improvement opportunities are identified, action plans established and monitored for effectiveness. Coordinates and monitors quality control and external quality assessment for POCT devices. Investgates non-conformances and develops corrective action plans as required. Participates in risk management activities such as risk assessments and assists in implementing corrective and preventative measures. Member of Point of Care Testing Advisory committee and Transfusion Committee and IPAC. May be required to sit on additional committees as required Facilitates or participates in special projects as required. Performs administrative duties of the Integrated Director Laboratory Services as assigned. Attends meetings, seminars and lectures as required. Maintains clinical competency through continuing education. Assists in the orientation of new staff as required. Provides orientation to the quality management system, and POCT processes. Encourages teamwork and motivates staff and students in the performance of their duties. Provides oversight to Laboratory Technicians for day-to-day operations. Provides leadership for Accreditation Canada Diagnostics accreditation requirements, new developments/technologies, trends and techniques in related fields. Good understanding of workflow in core lab and specimen collection areas. Responsible for overall point-of -care quality, including conformance to the Accreditation Canada Diagnostics accreditation requirements Researches new developments/technologies, trends and techniques in related fields as required. Essential Qualifications

Graduate of recognized Medical Laboratory Technologist program (required) Current General registration with the College of Medical Laboratory Technologist of Ontario (required) Point of Care Testing Specialist Certificate by recognized professional society (required) Quality Management Certificate by recognized professional society (required) Thorough working knowledge of Quality Management Systems (QMS) , Quality Assurance (QA), Quality Control (QC), Point of Care Testing (POCT), and Clinical Laboratory Standard Institute (CLSI) and ACD requirements quality systems. Strong interpersonal and organization skills. Ability to manage multiple projects at one time. Minimum of two (2) years of experience in Quality Management and POCT (required) Minimum of Five (5) years of clinical laboratory experience is preferred. Ability to provide clinical and regional leadership to members of the department. Demonstrated leadership ability with the capacity to provide support and guidance to staff. Demonstrated ability to communicate professionally and effectively with all levels of hospital staff. Strong computer background, proficiency in Microsoft Excel, Word, Visio, Power Point, Experience with Aegis middleware preferred. Teaching and staff education experience preferred. Policy/procedure development experience. Ability to work as team player and independently. Demonstrated positive work record and good attendance record.

Preferred Qualifications

Must be available to work days, Monday-Friday. Shifts and hours may change according to departmental requirements and as per OPSEU Collective Agreement.
