PURPOSE OF THE POSITION:
The Manager Health Services leads the delivery of medical fitness for duty programs across Canada and the U.S., including fitness-to-work assessments, case and claims management, and related administrative processes, ensuring compliance, consistency, and effective risk management. The role also provides expert guidance to stakeholders across HR, Labour Relations, Total Compensation, Risk, Safety, Regulatory Affairs, and operations, while leading Occupational Health Nurses and supporting program development and continuous improvement in partnership with senior Health Services leadership.
POSITION ACCOUNTABILITIES:
- Manage the Disability Management Program for employees unable to work due to illness or injury, including return-to-work planning and case resolution
- Maintain effective communication with employees, leaders, unions, HR, healthcare providers, and insurance representatives
- Coordinate medical evaluations and functional assessments to determine employee capabilities and workplace readiness
- Review job demands and develop accommodation and return-to-work plans in compliance with applicable legislation (ADA, FMLA, Workers’ Compensation, Canadian human rights laws), ensuring confidentiality
- Provide education and guidance to employees and leaders on disability management, safety standards, and program requirements
- Support employee redeployment by leveraging HRIS tools (e.g., SAP) and assisting with alternative job placements where required
- Lead and oversee Occupational Health Nurses (OHNs), including hiring, performance management, coaching, and clinical guidance on complex cases and medical fitness for duty interpretation
- Design, implement, and manage Health Services policies, procedures, and programs across Canada and the U.S., including assessments, case management, hearing/vision programs, and medical administration
- Oversee complex case referrals and collaborate with cross-functional stakeholders (HR, Legal, WCB, physicians, leadership) to ensure timely resolution
- Monitor program performance through KPIs, reporting, and trend analysis to drive continuous improvement, compliance, and risk mitigation
- Ensure compliance with applicable legislation and represent the organization in hearings or proceedings, while contributing to strategic program development and training initiatives
POSITION REQUIREMENTS:
- Bachelor’s degree in Nursing required
- Current registration in good standing with the College and Association of Registered Nurses of Alberta (CARNA) required
- Post-graduate training in Occupational Health Nursing required; certification in Occupational Health Nursing is required
- Expert-level knowledge of the Railway Safety Act and Federal Railroad Administration (FRA) requirements, critical to ensuring regulatory compliance and safe operations is a must have
- Strong knowledge of the Occupational Safety and Health Act (OSHA), Canada Labour Code, Workers’ Compensation Acts, Federal Employers Liability Act (FELA), Family and Medical Leave Act (FMLA), Equal Employment Opportunity Commission (EEOC) regulations, Americans with Disabilities Act (ADA), and the Canadian Human Rights Act

Management Conductor Program
Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
