Emergency Management Specialist (1 Full-time position)
About the role
The Middlesex-London Health Unit (MLHU) has an exciting opportunity for a full-time Emergency Management Specialist to fill an existing vacancy on the Emergency Management team in the Public Health Foundations division at our Citi Plaza location, London, Ontario.
Under the direction of the Strategic Advisor – Emergency Management, the successful candidate will complete duties including, but not limited to:
- Supporting the development, coordination, and maintenance of the MLHU Emergency Response Plan (ERP), Continuity of Operations Plan (COOP), and related plans and tools.
- Supporting business continuity planning, including staffing and workforce redeployment strategies, to ensure continuity of operations during emergencies.
- Conducting labour disruption preparedness and labour disruption management during a labour disruption.
- Supporting the development and maintenance of emergency management policies, procedures, plans, and tools in alignment with legislative and organizational requirements.
- Supporting emergency response activations, including Emergency Operations Centre (EOC) coordination, situational awareness, documentation, and operational support, including as a member of the MLHU Incident Management Team (IMT).
- Maintaining operational emergency management systems, tools and platforms (e.g., internal mass notification system, contact inventories, resource repositories, etc.).
- Supporting public health hazard identification and risk assessment activities, including emerging risks and health equity considerations.
- Coordinating the delivery and logistics of MLHU emergency management training programs, as well as supporting content development and supporting coordination and implementation of emergency exercises including logistics, documentation, and participant engagement.
- Maintaining emergency management performance indicators and contributes to monitoring, reporting, and emergency management continuous quality improvement activities.
- Contributing to a positive work environment through collaboration and the development of constructive internal and external relationships.
- Performing other duties as assigned.
QUALIFICATIONS:
- University degree in disaster or emergency management, or related field with emergency management experience, is required.
- A Master’s degree in disaster and emergency management, public health or similar health-related field is considered an asset.
- Emergency Management Ontario (EMO) certifications, including IMS 100, IMS 200 and Basic Emergency Management (BEM), and Business continuity training (e.g., Certified Business Continuity Professional; Certified Healthcare Provider Continuity Professional) is considered an asset.
- Minimum 2 years of experience in emergency management in a public health, health service, or human service organization is required.
- Expertise in theories, trends and best practices in emergency management and expertise in relevant public health emergency management legislation (e.g., Health Promotion and Protection Act, Emergency Management Standard - Ontario Public Health Standards, Emergency Management and Civil Protection Act, etc.).
- Ability to establish relationships and work collaboratively with key external relevant partners.
- Proven ability to work effectively both independently and in a multidisciplinary team-based environment.
- Effective organizational and problem-solving skills.
- Accuracy, attention to detail, and ability to prioritize tasks with a high level of tolerance for complexity and ambiguity.
- Valid Ontario Driver’s license and own transportation for travel within the Middlesex-London region.
- Skills, knowledge, and experience working with a diverse population, and an understanding of health equity, diversity, and inclusion.
- Excellent communication and interpersonal skills, both oral and written.
- Communication proficiency (written and verbal) in French and/or any other languages is highly desirable.
The annual salary for this position ranges from $78,903.19 to $92,827.64 based on qualifications and experience.
